The Department is responsible for the promotion of relations between Botswana and countries of Europe and the Americas, as well as regional organisations such as the European Union (EU); and the Organisation of African, Caribbean and Pacific States (OACPS). In this regard, Botswana, as a member of the OACPS, seeks to maximize the benefits of trade, economic and political relations with the European Union.

In addition, the Department participates in negotiations with other countries on issues of mutual interest. It prepares political and economic briefing documents and bilateral data on technical assistance and cooperation matters between Botswana and countries of Americas and Europe, including the EU.

The Department is critical in redefining relations with developed countries in these regions in the face of dwindling development assistance, emerging trend of more emphasis of a regional approach in engagement with African countries (e.g. US – Africa policy, EU-SADC policy, Germany-Africa policy). The developed countries in the Europe and Americas have pulled out of direct assistance to Botswana due to its upper middle-income status to allow aid to be directed to the least developed countries. The EU for example has scaled down direct assistance that Botswana has enjoyed for several years as a beneficiary of the European Development Fund. Likewise, individual members such as Sweden who maintained bilateral development partnership assistance even after reducing their level of presence in Botswana, ended the cooperation partnership in December 2013.
